You might be surprised to understand who is considered a pedestrian in Florida. Clearly when someone is walking on foot they are a pedestrian but the law in Florida, a law that is to protect pedestrians and give them certain rights, is broad enough that it includes people who are in a wheelchair, or someone on the sidewalk using a skateboard or a scooter, and even a cyclist who is riding their bicycle on the sidewalk. All of these people would fall under the safety laws that have been designed to protect pedestrians.
Remember, when a pedestrian is walking they are required to use a sidewalk if there is one provided and if there is no sidewalk a pedestrian can walk on the side of the road but they must be walking against traffic.
